We Didn’t Plan This. We Built It.
When two social workers start dreaming out loud, things tend to get real—fast. What started as a casual Saturday conversation between colleagues quickly turned into something bigger: a shared realization that organizations doing high-stakes, human-centered work were being asked to carry too much… without the systems to support it.
So we built Woven Consulting Group.
Between us, we’ve led programs, built organizations, sat in executive seats, and done the clinical work on the ground. We’ve seen what happens when strategy lives in a slide deck, execution gets stuck in a values conflict, and people are left holding the weight of the work. Woven exists to change that—bringing together deep clinical expertise, operational systems, and real-world leadership experience to help organizations not just function, but actually thrive.

Jess Schnetz-O’Brien
Co-Founder/CEOJessica Schnetz-O'Brien is a behavioral health executive with a decade of experience building social service programs including 12 school-based Wellness locations, a professional development pipeline, youth substance use treatment education, and an Enhanced Care Management Program compliant with CalAIM standards.
Her career spans the full spectrum of behavioral health delivery: residential and outpatient treatment with adolescents and families, correctional mental health, acute hospital social work, and executive oversight of outpatient and residential clinical operations. She has supervised and developed clinicians, managers, and emerging leaders, reflecting her conviction that sustainable organizations are built through continuous learning, strong mentorship, and investment in people.
She's the rare clinician equally fluent in the unglamorous machinery that keeps care sustainable — EHR configuration, DHCS audits, Medi-Cal managed care contracts, grant writing, and compliance (she's a Certified Healthcare Compliance Officer with executive training from Yale's Women's Leadership Program).
The passion of her work is access: securing the funding, contracts, and infrastructure that turn good clinical intentions into programs communities can count on and workplaces people are proud to be a part of.
Co-Founder/CXORachel Ruiz
Focused, approachable, and driven by results, Rachel Ruiz is an innovator who builds relationships and systems that create sustainable change. She owns a thriving private practice known in her community as the trusted referral for high-conflict families, adoptive identity, and LGBTQ+ youth. With more than a decade of consulting across nonprofit and for-profit social impact initiatives, her career spans the architecture of child and family-serving systems.
Leading mental health services across 12 school sites and four districts, Rachel designed a suicide-prevention program that reached 740+ students during her tenure, securing over $325,000 in grants and partnerships. It continues to impact students today.
Rachel has consulted on tech and child safety, created curriculum, pressure tested a developmentally sensitive LLM, and provided public outreach education to increase the implementation of age appropriate guardrails on apps and social media platforms.
She moves fluidly between the clinical room and the systems level — supervision, fidelity monitoring, policy development, and workforce capacity building — which is what lets her combine research and practice into solutions others don't see coming. Her work stands the test of durability: building programs, practices, and people that hold up long after she's stepped back.
